This prevents the paprika from burning and becoming bitter.Step 3: Cook the BeefAdd the beef cubes and stir until coated with the paprika mixture. Add the chopped tomato, green pepper, caraway seeds, salt, black pepper, and bay leaf. Cook for a few minutes.Step 4: Simmer Until TenderPour in the beef broth or water.
